The Rockwall County Detention Center has passed its annual state jail inspection for the 18th year in a row.

The Rockwall County Sheriff's Office announced the streak in a Thursday, Oct. 29 county notice, saying the facility now holds an A+ rating and ranks first "among 400+ agencies nationwide." The county said the jail "digitally transformed its team" to achieve and maintain 100% compliance with Texas Jail Standards. The county notice did not identify who administers the A+ rating or the ranking. The Texas Commission on Jail Standards (TCJS), which regulates jails statewide, does not reference a letter-grade system in its public materials. TCJS is a Texas agency, making the "nationwide" scope unclear.

The annual TCJS inspection evaluates more than 600 standards. Those cover jail operations, inmate supervision, facility maintenance, life-safety systems, medical and mental health services, staff training and regulatory compliance, the Sheriff's Office said in a Facebook announcement.

The Sheriff's Office credited detention staff, maintenance personnel and support teams. It also recognized the Rockwall County Commissioners Court, county administration and the Facilities Maintenance Department.

On an average day, Detention Division personnel conduct more than 10,000 observations of inmates at the facility, the county said.
