Rockwall residents served by Si Energy Gas could see a proposed rate increase blocked when the City Council votes Monday, Aug. 17, to deny the company's application to change rates.
The denial resolution is one of several items on the council's agenda that go beyond the $55 million bond package we previewed Tuesday, Aug. 11. The meeting begins with a 5 p.m. executive session at City Hall, 385 S. Goliad St., with the public session reconvening at 6 p.m.
Gas rate denial
The council unanimously suspended Si Energy Gas LLC's rate application on May 18, voting 7-0 to block a June 8 effective date and hiring the law firm Lloyd Gosselink Rochelle & Townsend, P.C. to negotiate on the city's behalf. Monday's consent agenda escalates that action to an outright denial of the rate change, while keeping the same firm authorized to intervene.
The agenda does not specify the dollar amount of Si Energy Gas's proposed increase or how many Rockwall customers it would affect.
Blackland Water Supply contract
Council members will discuss a contract with Blackland Water Supply Corporation during the closed executive session, under Texas Government Code §551.071, which covers consultation with the city attorney. Blackland WSC is a water utility based in Royse City and a member of the Rockwall Area Chamber of Commerce. Because the discussion falls under attorney-client privilege, no public details about the contract's terms have been disclosed.
Three bond ordinances
The roughly $55 million in debt the council will consider is split across three instruments: General Obligation Refunding and Improvement Bonds (Series 2026), Combination Tax and Limited Surplus Revenue Certificates of Obligation, and Rockwall Economic Development Corporation Sales Tax Revenue Bonds. A fourth resolution would authorize defeasance or redemption of certain outstanding city debt.
The agenda does not break down dollar amounts per instrument.
Medical office building near Horizon Road
A public hearing on case Z2026-045 would grant a Specific Use Permit for a medical office building exceeding 25,000 square feet on a 5.15-acre site at the southeast corner of Medical Drive and Horizon Road (FM-3097). The property sits in Planned Development District 9, zoned for General Retail uses. Logan Lindsley of Kimley-Horn and Associates filed the application on behalf of Kelly Cannell of JWS Land, LTD. Monday's hearing is a first reading.
Other notable items
The agenda also includes a first-reading public hearing to nominate Channell Commercial Corporation for the Texas Enterprise Zone Program, which would provide tax incentives through the governor's office. The consent agenda carries an amendment to the city's animal shelter agreement with the Rockwall Adoption Center and three zoning cases on second reading.
