Rockwall taxpayers have roughly $55 million in new and refunded debt heading to a vote Monday, Aug. 17, when the City Council takes up a packed agenda that also includes 17 zoning and development cases and an executive session on economic development prospects.

The council meets at 6 p.m. Monday, Aug. 17, in the City Hall Council Chambers at 385 S. Goliad St. An executive session begins at 5 p.m.

Bond and debt items

Three debt instruments top the action items:

  • General Obligation Refunding and Improvement Bonds, Series 2026 — $36 million. S&P Global assigned the bonds an "AA+" rating.
  • Combination Tax and Limited Surplus Revenue Certificates of Obligation — $18.6 million, also rated "AA+" by S&P Global. The certificates fund Harbor boat dock improvements, parking upgrades and a new water tower.
  • Rockwall Economic Development Corporation Sales Tax Revenue Bonds — the council will consider a resolution authorizing the REDC to issue the bonds and confirming a sales tax collection resolution.

A separate resolution would authorize an officer to defease or redeem certain outstanding city debt obligations.

The stakes are real.

City Manager Mary Smith told the council at its June 15 meeting that the certificates of obligation were "the first step in a multi-step process to move forward with issuing debt for improvements to boat dock improvements and parking at The Harbor as well as the new water tower, which has been under design for quite some time now." The council approved that initial notice resolution 7-0.

Zoning docket

Three cases land on the consent agenda for second and final reading, meaning they are expected to pass without debate: Z2026-031 (Turtle Cove, 931 and 935 Lexington Drive), Z2026-032 (Honey Locust Farms banquet facility at 4571 SH-276, which we covered ahead of its first reading) and Z2026-034 (Saddlebrook Estates, 2368 Saddlebrook Lane).

Ten more cases go to first-reading public hearings, including a request by Logan Lindsley of Kimley-Horn on behalf of Kelly Cannell of JWS Land for a medical office building exceeding 25,000 square feet on 5.15 acres at Medical Drive and Horizon Road (Z2026-045), and a zoning change from Heavy Commercial and Commercial to Heavy Commercial for a 5-acre tract at 2890 S. Goliad St. requested by Alterra IOS Acquisitions on behalf of EPES Transport Systems (Z2026-042).

Enterprise Zone nomination

A public hearing will consider nominating Channell Commercial Corporation for the Texas Enterprise Zone Program, which provides state sales and use tax refunds to companies that meet capital investment and job-creation thresholds. Channell, a fiber optic and telecommunications enclosure manufacturer founded in 1922, is headquartered at 1700 Justin Road in Rockwall and employs between 501 and 1,000 people. Qualifying companies can receive refunds ranging from $625,000 to $3.75 million depending on investment level, according to the Governor's Office.

Other items

The consent agenda also includes a resolution denying Si Energy Gas, LLC's application to change rates within Rockwall and an amendment to the city's Animal Shelter and Adoption Services Agreement with the Rockwall Adoption Center.

The executive session covers a contract between the city and Blackland Water Supply Corp., economic development prospects and incentives, board appointments and a law enforcement services contract.
