Nebbie Williams ranks 66th among Texas elementary schools

Nebbie Williams Elementary scored 98.64 out of 100 in the 2027 U.S. News Best Elementary Schools rankings, making it the highest-rated elementary school in the Rockwall and Heath area.

The Rockwall campus placed 66th out of 4,782 ranked Texas elementary schools. Its math and reading performance both rated "well above expectations," according to U.S. News.

At Nebbie Williams, 87% of students scored at or above the proficient level in math and 89% in reading, based on 2023-2024 state assessment data. Those numbers top the Rockwall ISD district averages of 61% in math and 68% in reading. They also far exceed state averages of 42% in math and 52% in reading.

The school at 350 Dalton Rd. serves 442 students in pre-K through sixth grade. It has 32 full-time teachers, all certified, and a 14-to-1 student-teacher ratio, lower than the district's 16-to-1 ratio.

Amy Parks-Heath Elementary in Heath, the only other local campus in the coverage area, ranked 938th statewide with a score of 80.4 out of 100. That school's 704 students posted 63% math proficiency and 75% reading proficiency.

Rockwall ISD has 16 ranked elementary schools across the district, which serves 19,235 total students, according to the U.S. News district profile.

The district earned an A rating from the Texas Education Agency in 2026, jumping from an 87 score in 2024 to 91. In a district announcement celebrating that rating, Superintendent Dr. John Villarreal said, "This work is intentional, meaningful, and forever important because every student deserves our very best in education."

U.S. News ranked nearly 47,000 elementary schools across the country. The rankings weigh math proficiency, math performance, reading proficiency and reading performance at 25% each. Half the formula measures raw test scores. The other half factors in how schools perform relative to their socioeconomic makeup, according to the U.S. News methodology. There is no national ranking; schools are compared only within their state.
