Students in Rockwall ISD's Project LIFE program raise the American flag at the district's Administration Building each school day.
The group gathers each morning in front of the building, working together to hoist the flag before the workday begins. The routine gives students a chance to practice responsibility, teamwork and civic participation, according to a district post published Friday, Sept. 11.
Project LIFE, which stands for Learning Independence For Everyday, is a transitional program within Rockwall ISD's Special Education Department. It serves students with disabilities between the ages of 18 and 21 who have completed their high school requirements but still have goals in daily living, career readiness and community participation. Under Texas law, transition planning begins by a student's 14th birthday.
Melissa Melton, the district's senior executive director of special programs, described the program's mission in a July 2025 Rockwall Herald-Banner profile of Project LIFE. "Our adult students are capable, and they're valuable members of society," Melton said then. "They just need the chance to show it."
Beyond the flag, Project LIFE students follow tailored tracks. Some focus on self-care and emotional regulation. Others practice independent living or vocational training that can lead to paid employment. The district has converted part of its administration building into a space resembling a small apartment, where students practice cooking, laundry and cleaning.
Students also run their own businesses. Those include PAWSitive Treats Co., a dog-treat operation, a snack cart for district employees and a custom T-shirt shop using a Cricut and heat press. Community partners like Rockwall County Helping Hands, the Rockwall County Library, CiCi's Pizza, T.J. Maxx and the Credit Union of Texas provide real-world training placements.
Jill Baird, director of special education, told the Herald-Banner in July 2025 that the program's reach depends on community buy-in. "When our adult students succeed, the entire community benefits," Baird said at the time.
