Families in Rockwall ISD can apply for free or reduced-price school meals at any point during the 2026-27 school year, the district announced in a notice published Tuesday, Aug. 25, by Blue Ribbon News. About 27% of the district's roughly 19,185 students are classified as economically disadvantaged, according to state data.
The district began mailing eligibility letters to families on July 14 and has posted applications at every campus front office, at the Child Nutrition office at 1050 Williams St. in Rockwall, and online at schoolcafe.com/Rockwall.
Who qualifies
Under federal income guidelines effective through June 30, 2027, a family of four earning $42,900 or less per year ($3,575 monthly) qualifies for free meals. Families of four earning up to $61,050 annually ($5,088 monthly) qualify for reduced-price meals. Both thresholds rose about 2.6% over last year's levels. Families can confirm specific thresholds with the Child Nutrition office at 972-771-8201.
Some children qualify automatically without an application: those in households receiving SNAP, TANF or Food Distribution Program on Indian Reservations benefits; foster children, homeless or runaway youth, migrant students, or those displaced by a declared disaster; and children enrolled in Head Start or Even Start. The district said it is working with local agencies to identify those families and will notify them directly.
How to apply
Income-based applicants must provide names of all household members, the amount and source of income for each, the last four digits of the signing adult's Social Security number, and a signature. The Child Nutrition Director's Secretary reviews applications and determines eligibility.
Families whose circumstances change mid-year, such as a job loss or an increase in household size, should contact their child's school. Those changes could make children newly eligible.
Appeals
Families who disagree with an eligibility decision can discuss it informally with the reviewing official or file a formal appeal, orally or in writing, with the Executive Director of Operations at 1191 T.L. Townsend Dr., Rockwall, TX 75087, or by calling 972-771-0605.
A July 2026 Feeding America report found one in four children across the Dallas-Fort Worth region experiences food insecurity, with the North Texas Food Bank reporting nearly 796,500 people in its 12-county service area, which includes Rockwall County, are food insecure.
