Rockwall ISD trustees addressed school safety staffing, campus technology and juvenile services at their Monday, Sept. 21, meeting at the district's administration center.
The board took up a new inter-local agreement with the City of Fate to provide school resource officers for the 2026-2027 school year, according to the meeting agenda. In prior years, the district's annual SRO agreements covered multiple municipalities, including Fate, Heath, Rockwall and Rowlett. The Sept. 21 agenda listed only Fate. Whether separate agreements with other cities were approved at an earlier meeting or are no longer in effect was not clear from available records.
Trustees also considered awarding a contract for Wi-Fi access points at five elementary schools and the Dr. Gene Burton College and Career Academy. The campuses in line for upgrades are Lyon, Dobbs, Reinhardt, Garcia and Hamm elementaries. The career academy opened in 2018. No vendor name or dollar amount appeared in the agenda.
A second safety-related item asked the board to approve a memorandum of understanding (MOU) with the Rockwall County Juvenile Board. The agenda listed the MOU under the Safety and Security Department but provided no details on its scope or terms.
Other action items included a Texas Education Agency class-size waiver and a certification-compliance review tied to three sections of the Texas Education Code. The board also went into closed session to discuss security devices and a parent grievance appeal.
On the financial side, the consent agenda included August 2026 financial highlights, September 2026 budget amendments and a purchasing cooperative report.
The district also notified the board of an emergency repair expenditure exceeding $100,000 at the Rockwall ISD Aquatics Center. No further details on the repairs were listed.
Superintendent John Villarreal is listed on the agenda as the district's top administrator. Post-meeting vote totals had not been published as of Tuesday, Sept. 22.
