Officers from three local law enforcement agencies are set to continue patrolling Rockwall ISD campuses for the 2026-27 school year after the Board of Trustees placed inter-local agreement renewals on its consent agenda at the Monday, Aug. 17 meeting.

The item covered separate agreements with the Rockwall Police Department, the Heath Department of Public Safety and the Rockwall County Sheriff's Office, keeping armed officers stationed across the district's 26 campuses serving approximately 19,000 students.

Official minutes confirming the vote had not been posted as of Wednesday, Aug. 19. Consent agenda items are voted on as a single block, and the district under Superintendent Dr. John Villarreal has renewed SRO agreements at its August board meeting each year going back at least to 2013.

One notable change: the 2026-27 package covers three agencies rather than the four that participated last year. The City of Fate, which held its own memorandum of understanding in 2025-26, does not appear in the new agreements. The district has not publicly explained the absence.

State law enacted in 2023 requires at least one armed security presence on every Texas public school campus, a mandate that followed the Uvalde school shooting.

The SRO item was one of several actions on a packed agenda the same night the board set the 2026-27 tax rate. Trustees also approved an update to Policy FM (LOCAL) and heard a Level 3 parent grievance appeal in closed session. The board recognized students from Dr. Gene Burton College and Career Academy who won three national championships at the Educators Rising conference in Portland, Oregon, in June.

The Aug. 17 meeting agenda lists the SRO agreements as Item 11.E on the consent agenda, with attached MOUs for each of the three agencies.
