Rockwall County commissioners voted 4-1 Tuesday, July 28, to approve a revised memorandum of understanding with the Regional Transportation Council for developing the southern Outer Loop through the county.
It passed after hours of debate, according to Citizen Portal's reporting. The approved agreement locks in language protecting SH-205 priorities and endorses a county-proposed preferred route for the highway. The county's official Facebook page called it the court's final version of the agreement with the RTC.
The Outer Loop is a proposed regional highway that would run through southern Rockwall County.
The MOU is a key step in advancing planning and funding for the project, which has been a priority for county leaders seeking to relieve congestion on existing east-west corridors.
The meeting at the Historic Courthouse, 101 E. Rusk, carried 27 separate action items plus routine business. Precinct 3 Commissioner Lorne Liechty previewed the agenda on his public Facebook page, writing on Saturday, July 25: "With 27 separate action items on the Agenda, along with other routine business, it could be a long day at the Historic Courthouse!"
Other agenda items
County Engineer Erika Bridges presented a progress report on the Master Thoroughfare Plan, according to a video posted to the county's YouTube channel.
The court also had before it professional service agreements for widening FM 740 (South) in Heath and improvements to FM 1141 in Rockwall; acceptance of roughly 8.51 acres in the Westview Addition for a recreational area, with up to $20,000 for cleanup; a fund transfer for a sidewalk along Terry Lane leading to Terry Park in Heath; improvements to Kuban Road; a proposed master agreement with HNTB Corporation to replace the county's current road consultant, Innovative Transportation Solutions; and a proposed settlement of litigation with Rockwall County MUD 10.
Final votes on those items have not been published in the county's written records as of Thursday, July 30. County Judge Frank New posted a video summary to the county website on Wednesday, July 29, directing residents to the "Rockwall County Speaks" YouTube channel.
What's not yet clear
The dissenting vote on the Outer Loop MOU has not been publicly identified. The Rockwall Herald has requested clarification from the county on individual vote tallies and outcomes for the remaining 26 action items.
The Commissioners Court's next regular meeting has not been posted. The court meets on the second and fourth Tuesdays; the next session would fall on Tuesday, August 11. Residents can watch meetings live or view recordings on the county's YouTube channel.
