Heath residents who have navigated lane closures and construction equipment along Terry Lane since February can finally drive the full road unimpeded. The city announced Tuesday, Aug. 4, that the $2 million rehabilitation project is complete and the road is open to traffic on both sides.

Contractor Boardwalk Paving rebuilt the roadway using reinforced concrete panels, which the city described as "the most durable repair available." Work began Feb. 2 at the far west end near Peninsula Court and advanced eastward, one side at a time, so residents could still reach their driveways throughout construction.

The project was funded through an interlocal agreement with Rockwall County, approved by the Rockwall County Commissioners Court in January 2026. Director of Public Works Brian Creed told the Heath City Council at its Dec. 9, 2025 meeting that the county had approved $2 million for right-of-way acquisitions and roadway improvements, and that a pavement study by TEAM Consultants, Inc. recommended 8-inch concrete with a 6-inch flex base subgrade.

Mayor Jeremiah McClure thanked Rockwall County Commissioner Lorne Leichty at that same December 2025 meeting "for allowing us the opportunity to work on Terry Lane."

Trail connection comes next

The road may be finished, but the corridor isn't done. The city's engineering department is actively surveying properties along Terry Lane to acquire easements for a continuous trail connecting Terry Park to near Meadowview Drive. Right of Entry forms have already been sent to affected residents.

City Manager Steven Alexander told the council in April that the trail would need Commissioners Court approval to tap roughly $500,000 in remaining project funds. By June 23, the council authorized a professional services agreement with LUCK Design Team, LLC for the trail's design, with construction estimated at $1.3 million.

The trail will eventually follow the full length of Terry Lane, according to the city.
