Heath drivers who use Hubbard Drive should prepare for another traffic shift the week of Aug. 24, when crews will route vehicles onto a temporary roadway as the $5.4 million reconstruction project enters what the city labels its final construction phase.
The City of Heath announced Thursday, Aug. 13, that the project has moved into Phase 2A, which covers utility installation, roadway preparation and paving. The existing detour route will stay in place. No new turns or alternate streets are required.
The project is rebuilding Hubbard Drive from Michael Drive to FM 740 into a two-lane concrete roadway with curb and gutter. Apple Paving won the contract at $5,474,125.72 after the Heath City Council awarded the bid at a special meeting on Nov. 5, 2025. Construction started Dec. 22, 2025, and is expected to wrap up by December 2026.
Funding comes from approximately $7.6 million in past impact fees, developer fees and unspent bond proceeds. The construction bid came in below the city's original cost estimate.
Public Works Director Bryan Creed told the Heath City Council at its July 28 meeting that the project remained on schedule, with the water line complete, concrete paving ongoing and most storm drainage structures installed.
"The Hubbard Drive Improvement Project remains on schedule for completion by December," Creed said at the July 28 council meeting.
