Heath residents will get two chances to weigh in on whether the city should allow a private helicopter pad near Lake Ray Hubbard.

The Heath Planning and Zoning Commission will hold a public hearing at 6:30 p.m. Thursday, Nov. 5, on a conditional use permit (CUP) request for a helicopter pad at 125 Victoria Place. The property sits in the Pecan Knoll subdivision, inside Heath's Agricultural District, where lots must be at least 10 acres.

The Heath City Council will then hold a second public hearing and vote on the request at 6:30 p.m. Tuesday, Nov. 10. Both meetings take place at Heath City Hall, 200 Laurence Dr.

The application, designated Case No. CUP-26-8, was filed by Ken McNaughton.

It is the eighth CUP case filed in Heath in 2026.

No property in Heath is currently authorized for use as an airport, landing strip or helicopter pad, according to the city's code of ordinances. The code prohibits aircraft landings and takeoffs except in emergencies unless the City Council grants a permit.

Federal Aviation Administration records list a privately owned heliport designated XS37 at the same 125 Victoria Place address, with an activation date of January 2026. The FAA listing describes a 40-by-40-foot concrete pad and names the owner as "Kent A McLaughton." The city's CUP notice names the applicant as "Ken McNaughton." Whether the two names refer to the same person could not be confirmed from public records.

No pad is currently permitted.

No staff report, site plan or details about noise mitigation, setbacks or operating conditions for the proposed pad were publicly available as of Friday, Oct. 9. Zack King, Heath's director of community development, is the staff contact for the case. Residents can reach King at 972-961-4832 or [email protected].

The P&Z Commission, chaired by Wayne Gordon, will make a recommendation that goes to the full City Council for a final decision. Mayor Jeremiah McClure and six council members will consider the request at the Nov. 10 meeting.
