The Heath City Council met Tuesday, Sept. 22, with a $647,979 body-camera contract topping the agenda.
Council members also took up a facilities agreement for the 18-lot Founders Reserve subdivision and a resolution to adopt the Heath Marketing and Branding Corporation-Heath Economic Development Corporation (HMBC-HEDC) budget for fiscal year 2026-27. Official minutes from the meeting have not been posted. The three items were listed on the meeting agenda posted Sept. 16 by City Secretary Norma Duncan.
Camera contract
The largest dollar item would authorize the city manager to approve annual payments to Axon Enterprises and execute a contract not to exceed $647,979.90. The deal, procured through Buy Board Contract No. 743-24, covers body-worn cameras, in-car cameras, interview room cameras, evidence storage and software.
The Axon item was placed on the consent agenda, a grouping the city describes as "non-controversial or 'housekeeping' items required by law." Any council member can pull a consent item for individual discussion before a vote.
Founders Reserve
The facilities agreement between the city and Savannah Heath Development LLC is the next step for Founders Reserve, an 18-lot single-family subdivision planned on 22.357 acres near the intersection of Laurence Drive and FM-549, east of Heath Hawk Drive. Z. King presented the item.
The council unanimously approved the final plat for the development on July 28. That approval required the developer to return with a facilities agreement for council sign-off. Each lot is at least one acre.
Parkland dedication fees for the project total $63,722.34, split between a fee-in-lieu of land dedication ($40,444.92) and a park development fee ($23,277.42).
HMBC-HEDC budget
J. Ayers presented a resolution to adopt the HMBC-HEDC fiscal year 2026-27 budget. The economic development budget was separated from the city's main $91.9 million budget, which the council adopted unanimously on Aug. 11.
At a July 21 board meeting, the HMBC-HEDC board discussed budget priorities including trail connections, Marsha's Happy Haven, a targeted sales tax campaign and a $500,000 northern entry monument. The board voted unanimously that night to allocate $500,000 for the monument and additional placemaking signage at other city entry points.
The total dollar amount of the HMBC-HEDC budget was not listed in available public documents as of Friday, Sept. 25.
Other agenda items
The agenda also included a public hearing on a conditional use permit for a detached garage at 1009 Cedar Glen Trail, an amendment to the current fiscal year budget, construction updates on DPS Stations 30 and 31, and a capital projects review covering the Hubbard Drive Project, the Water Plan, Terry Lane Road Rehabilitation and the Street Maintenance Program.
