A nearly $40 million H-E-B supermarket will break ground Jan. 4, 2027, at 5048 Interstate 30 near Royse City, bringing a 139,271-square-foot grocery store, fuel station and car wash to the eastern edge of Rockwall County.

The project, filed Aug. 3 with the Texas Department of Licensing and Regulation as Store #837, is scheduled for completion Jan. 28, 2028. Estimated cost: $39.9 million.

Jackson said site grading and infrastructure work will begin in fall 2026, ahead of the January groundbreaking.

"H-E-B is excited to begin construction on our Royse City location shortly after the first of the year," Mabrie Jackson, H-E-B's managing director of public affairs, told the Royse City Herald-Banner.

The store anchors Anderson Crossing, a 184-acre mixed-use development straddling Hunt, Rockwall and Collin counties near the intersection of I-30 and Farm-to-Market Road 2642. About 60 acres sit in Hunt County; the remainder extends into Rockwall and Collin counties, where developer Carter Kendall has said the majority of restaurants and retail will land.

Kendall, founder of Dallas-based Five Oaks Capital, told the Hunt County Commissioner's Court in March that an additional 400,000 square feet of retail space is planned adjacent to the supermarket. H-E-B purchased roughly 92 acres within the development, with the store itself occupying about 25 of those acres, according to a Five Oaks Capital announcement.

The site sits a quarter mile from the Rockwall County line, near an existing Buc-ee's travel center and a Hunt Regional Health Care facility. For Rockwall County shoppers, the new store will be the second H-E-B along the I-30 corridor. The first, a 131,000-square-foot location at 1600 I-30 and John King Boulevard in Rockwall, opened Oct. 29, 2025.

H-E-B executive vice president Juan-Carlos Ruck called Rockwall "a good gateway community" and "a nice hub" serving Rowlett, Royse City and Fate when that store opened in October 2025, as reported by the Dallas Morning News.

A Tax Increment Reinvestment Zone is helping fund utilities for the Anderson Crossing project. Royse City carries the majority of the TIRZ obligation, with Hunt, Rockwall and Collin counties providing TIRZ support at the county level, according to eExtra News reporting from March.

Royse City Mayor Janet Nichol voiced support for the project in March, saying the city was "elated and extremely proud to work with H-E-B towards opening this facility in Royse City."

Rockwall County residents driving east on I-30 can expect to see earthmoving equipment at the site in fall 2026, with the store targeting a January 2028 opening.
