The 131,000-square-foot H-E-B at 1600 East Interstate 30 received its final Certificate of Occupancy from the City of Rockwall on Friday, Aug. 14, clearing the last regulatory hurdle for a store that has served shoppers since its grand opening on Oct. 29, 2025.
The paperwork is done.
The full CO, permit No. CO2025-177, replaces the Temporary Certificate of Occupancy the city issued on April 8 while finish work continued at the site. H-E-B filed the application on Oct. 17, 2025, according to the city's Aug. 1–15 CO report.
The milestone caps a nearly three-year development arc for the I-30 corridor grocery store. The City of Rockwall first announced the project in September 2023, and H-E-B broke ground in June 2024 at the southwest corner of I-30 and South John King Boulevard. The store features a True Texas BBQ restaurant and a full-service pharmacy with drive-thru.
At the March 2 City Council meeting, H-E-B representative John Rose won a 6-0 vote for a sign variance allowing a 75-foot-tall sign with 524 square feet of total signage, replacing a 40-foot pole sign. Rose told council members it was "the 3rd time in twenty-five years he's been in front of City Council representing different grocery stores," adding that H-E-B wanted to draw customers from as far as Greenville and Sulphur Springs.
The same two-week CO report shows continued momentum around Rockwall's historic downtown square. Three new businesses cleared their permits in early August:
- A Little Kitschy Home & Gifts Boutique, 114 N. San Jacinto St., owned by Priselda White (CO issued Aug. 6)
- The Modern Blonde Salon, 218 E. Rusk St., owned by Katlin Green (CO issued Aug. 10)
- Revolution Esthetics, 101 E. Bourn St., owned by Victoria Vela (CO issued Aug. 5)
All three addresses sit within blocks of the downtown square, adding a home-goods boutique, a hair salon and an esthetics studio to the mix of small businesses ringing the courthouse.
The city's report also lists Legacy Paving LLC at 105 W. Washington St. and 190 Construction at 1705 S. John King Blvd. among the six total COs issued during the period.
No grand-opening dates have been announced for the three downtown businesses. A Certificate of Occupancy is the city's final sign-off that a space meets building, fire and zoning codes, meaning the shops may open at any time.
