A Heath homeowner wants to build a 2,900-square-foot accessory structure on Shepherds Glen Road, and two public hearings will give neighbors a chance to weigh in before the city decides.

Caleb Cathey filed for a conditional use permit, Case No. CUP-26-7, to build the structure at 162 Shepherds Glen Road in the Loch Braeland Addition, according to a public notice posted by the city of Heath. The property sits in Heath's SF-43 single-family residential zoning district, where lots must be at least one acre.

Heath's zoning code caps the size of a single accessory building based on lot acreage. Under Section 159.21, the maximum for a single accessory structure ranges from 900 square feet on a one-to-two-acre lot to 5,500 square feet on lots of 10 acres or more. Structures that exceed those limits require a conditional use permit.

At 2,900 square feet, Cathey's proposed building would need a CUP unless the lot is at least about four acres. The public notice does not list the lot's acreage.

The Heath Planning and Zoning Commission will hold the first public hearing at 6:30 p.m. Thursday, Nov. 5, at Heath City Hall, 200 Laurence Dr. The commission will make a recommendation to the City Council.

The City Council will then hold a second public hearing and vote on the permit at 6:30 p.m. Tuesday, Nov. 10, at the same location.

The case follows a familiar path. The City Council unanimously approved CUP-26-4 on Sept. 22, a request by Justin Wilcox for a detached garage at 1009 Cedar Glen Trail, according to council meeting minutes. The Planning and Zoning Commission had recommended approval 7-0. Zach King, Heath's director of community development, presented that case to the council.
